the top 10% of the worse roads. those poor roads cost an average of $402 annually in additional vehicle costs. in baltimore, those costs rise to $603 annually. >> and we don't think it's fair because we have put a lot of effort into maintaining our roads ways. it's the one thing we focused on the last four years was operation orange cone program and it's one thing we take seriously. >> reporter: the downturn in the economy has hindered road repair efforts everywhere but the city says they are on target. >> we cannot do as much as we used to but this season we are on track to complete another 200 lane miles. >> reporter: some city residents question the efforts. >> seems like they're making efforts as far as downtown, but seems like it's more of a crisis management. >> it's not the greatest but

shipped out as part of a planned redeployment. he said his son was given antibottics and an inhaler. burner was told it may be months before he gets the results of an autopsy. the maryland spca is upset with the judge's decision to allow a man who beat a dog so severely this beat to work with animals. his attorney suggested instead of jail time that he be allowed to work community service at the maryland spca. the city states's attorney office said the evidence wasn't poor and chambers wasn't read his miranda rights. the dog also bite chambers and his wife and he had the medical records to prove it. a white supremacist who goes by the name hitler is charged

ntremont ntremont two keep components healthcare reform law take effect tomorrow but it is reported that insurance companies are planning on not offering insurance for children. >> reporter: six months after president obama signed landmark healthcare reform into law, americans will now begin to see the effects. starting tomorrow, young adults will be able to stay on their parents' insurance plans until they turn 26. insurance companies can no longer deny coverage to children based on preexisting conditions. insurer must provide preventive services without charging co-pays and insurance companies can no longer drop people when they get sick. >> consumers should be talking with their human resources departments or their insurance plans to make sure that they are

aware of when these changes actually occur. >> reporter: support for the overhaul has declined since march. as a result, democratic lawmakers have largely avoided the subject in their reelection campaigns. republicans, however, are seizing the opportunity. the obama administration maintains that the public's negative opinion of the law is a result of misinformation. >> so i think the more people engage in the conversation and the more they understand that we're getting serious about fraud and we're going to take the trust fund very seriously and protect those taxpayers' dollars the more enthusiastic they get. >> reporter: republicans acknowledge even if they take back the full majority in congress, a full appeal is next to impossible. dancing takes talent and

in frederick, hot, humid weather always helps to fuel the storms. take a look, there's that radar picture, that last cluster moving out of the state. there's a few more storms in virginia, those won't affect us. this next line could affect us if it holds together but it's still tracking more east than southeast. that means most of this will still be a pennsylvania weather story although maryland may get some of this next line th boundary, we paint it as a stationary front meaning it's going to shift but it's not going to come through with a classic cold front blowing through the area. in fact, this warm weather flow is going to continue in the next several days. we clear it out tomorrow and we're going to be clear again as we go into the day friday. that will be even a hotter day. i think we can make low, mid-90s. that will be the second full day of fall and in the feeling like it at you will a. 68 tonight. as we go into the day tomorrow, still a few storms this evening,
